Proposal of priorities related to the Business Environment Promotion to be tackled by the new Serbian government during its time in office

Members of the Network for Business Environment Promotion have taken an initiative to define the basic issues (priorities) for the new Serbian government to deal with during its time in office. These issues are related to improvement of business environment in Serbia. Each member of the Network suggested three to five priorities. Certain priorities were put forward by several Network members. After ranking and summing up all the suggested issues, the Network set up a list of six major priorities:

  1. Macroeconomic and political stability, balanced regional development with a special focus on rural development, industries in expansion (information and communication technology, tourism, computer technology, services) and individual lucrative programmes, export increase and foreign trade deficit reduction;
  2. Unemployment reduction and educational system reform aimed at workforce supply adjustment in the short, medium and long run with employers’ demand for particular professions, as well as improvement of the training system intended to increase the employability of the unemployed. Encouraging green-field investment through tax policy designed to stimulate job creation in both urban and rural areas;
  3. Judiciary reform, fight against corruption, black market and criminal activities;
  4. Speeding up and finishing the privatisation process of state owned companies, continuance of restructuring and beginning of privatisation of publicly owned enterprises;
  5. Efficient practise of passed laws and passing all the laws necessary for joining European Union;
  6. Drawing attention of all the relevant ministries and local government bodies to effective implementation of the Poverty Reduction Strategy. Development of partnership between governmental bodies and local authorities and private and non-governmental sector aimed at encouraging a balanced growth in all regions intended to provide the basis for poverty reduction.

Differences in frequency of listed issues are negligible. This proves that all mentioned priorities bear equal weight and that the ministries in charge should focus on synchronised fulfilment of all six priorities.

In relation to the defined priorities, the Network will follow and analyse the government performance every six months and issue announcements to the public and to the Government itself with an aim to inform and establish a closer relationship between the relevant ministries and the Network, whose members include representatives from private companies, NGO’s, scientific institutions and acclaimed scientists.

Essay Competition for Students

The Network for Business Environment Promotion, with support of the Slovak Government, announces an essay competition on one of the following two topics:

  1. Young People in Serbian Labor Market
  2. Comparative Analysis of Youth Unemployment in the Western Balkans

The best three essays will be awarded (awards fund of 100 thousand dinars gross) and published.

All graduate and post-graduate students who are not older than 26 and who are not permanently employed may take part.

Essays should be sent by June 15, 2007. The results of the competition will be announced during the summer, while award ceremony will be held at the beginning of September.

Press Release from the Press Conference Held on April 19, 2007

We have pleasure to inform you that the Network for Business Environment Promotion has started operating. The Network was founded on February 8, 2007 in Belgrade and registered with the Ministry for Administration and Local Government on March 14 2007. Mr. Vladan Zečević PhD, President of the Managing Board, presented the profile and activities of the Network at the press conference on April 19.

Basic and initial activities of the Network are carried out with financial support of the Slovak Government and with assistance of the INEKO Institute from Bratislava and Economic and Social Policy Institute from Belgrade.

The Network for Business Environment Promotion was founded by 30 members, 20 of whom are private business, 4 NGOs, 2 research organizations, 1 media house and 3 researchers.

The basic goal of the Network for Business Environment Promotion is to develop sound partnership and to work towards improving the business climate in Serbia aimed at providing conditions for efficient doing business, effective use of development factors, increase of competitiveness of the economy and dynamic and sustainable economic growth.

The activities of the Network for Business Environment Promotion include raising initiatives for passing new and amending and supplementing existing regulations and procedures; giving comments to the proposals of regulatory solutions and economic policy measures; creating analyses, studies and reports; communicating Network’s positions and recommendations to the authorities and public; cooperation with similar associations in the country and abroad; other activities contributing to the improvement of the business climate in Serbia.
