Index of Business Climate
The transition of the economic and political system in Serbia towards a functional market democracy was started in the late 2000, but the reforms are not equally successful and equally dynamic in all areas. From the point of view of companies, there are certain areas and activities where the reforms have had positive impact on doing business, but there are also others where little has been done, while some even affected the deterioration of conditions for doing business. For this reason, it is not easy to assess the overall effect of all relevant reform measures on the quality of the business environment in Serbia.
Aimed at comprehensive and clear monitoring of changes in the business environment, the Network for Business Environment Promotion has started to measure the Index of Business Climate. This is a numerical indicator which should serve as a cumulative rating of the quality of all relevant components of the business environment. Moreover, the examination of the value of IBC and its components from period to period will show where the reforms in specific areas are going.
The Index of Business Climate is a quarterly index based on the assessments by the members of the Network for Business Environment Promotion. The Index of Business Climate is calculated as a weighted arithmetic mean of the assessment of 30 business environment factors. All factors are divided into three categories: regulatory and institutional factors, other macroeconomic factors and factors related to the operation of companies. Each factor is rated between -3 and 3, whereby 3 indicates that the factor had very favorable impact on the business climate during the period under consideration, while -3 indicates to very unfavorable impact.
