THE NETWORK FOR BUSINESS ENVIRONMENT PROMOTION

The Network for Business Environment Promotion seeks to establish cooperation between its members, where they exchange experiences and ideas and give comments and recommendations that should result in the improvement of the business climate in Serbia, especially with regard to the reform of employment relations and labor market. Members of the Network for Business Environment Promotion are companies, think-tanks, experts and other relevant organizations and individuals.

The formation of the Network for Business Environment Promotion is coordinated by Economic and Social Policy Institute in cooperation with INEKO, Slovak Republic. This project is supported by the Slovak Government. .

The main objective of the Network for Business Environment Promotion is to help doing business in Serbia become easier. This is expected to result in the empowerment of the business sector, but also in reducing the unemployment problem and increasing citizens’ standards of living.

Serbia is on the path of developing a competitive market economy. At the moment, it is focused on enhancing the efficiency of its economy, which includes the completion of restructuring and privatization of socially-owned and public enterprises, as well as the introduction of modern methods of management, labor organization and doing business. Rapid improvement of effectiveness is a basic presumption for increasing competitiveness. However, intensification of this process would, in the short run, result in the decline in employment. To avoid this, given currently very high unemployment rate (21.8% of population in economically active age (15-64), LFS), the Government should take measures to ensure much more intensive development of private SMEs and new jobs. Unemployment varies observed by regions and it is therefore necessary to stimulate employers to do their business in underdeveloped areas, which would be facilitated through faster development of infrastructure within Government’s National Investment Network for Business Environment Promotion are based on the dialogue among its members, which should bring about the exchange of ideas and the definition of common positions and recommendations that will be communicated to the Government, relevant ministries and local authorities. This will enable the establishment of direct dialogue between government and employers at all levels, aimed at building favorable business climate.

The Network for Business Environment Promotion will communicate on a regular basis its activities and recommendations to relevant ministries and other authorities responsible for designing and implementing economic policy measures, as well as relevant independent experts and lay public.

Permanent activities of the Network for Business Environment Promotion include:

  • Giving comments to relevant draft laws
  • Reaching common positions in regards to announced economic policy measures
  • Proposing measures that should improve business climate
  • Working out and publishing quarterly Index of Business Environment (IBE).
  • Communication of the activities and positions of the Network for Business Environment Promotion to the public.

Ad-hoc activities (during the first year of work of the Network):

  • Creation and promotion on the Serbian Labor Market Report;
  • Essay competition for students on the labor market topic and awarding of prizes

Besides the above mentioned, the Network for Business Environment Promotion also works as a forum, in which members may consult each other, exchange information, experiences, research findings, seek for advice, resolve specific business problems and the like.

Management of the Network

Project “Establishment of a Pro-Reform Coalition of the Representatives of the Business Sector, NGOs and Leading Media in Serbia” is implemented by Economic and Social Policy Institute (ESPI Institute) in cooperation with INEKO Institute from Bratislava with financial support of the Slovak Government. Project manager on behalf of Economic and Social Policy Institute is Aleksandra Branković, Senior Researcher.

The work of the Network is managed by the Assembly and the Managing Board. The Assembly of the Network includes all its members. The Managing Board is Network’s executive body which takes care of the implementation of Network’s goal.

Cooperation with Other Organizations

For the sake of realization of its goals, the Association shall establish contacts and cooperate with other research, expert, education and similar associations and organizations in the country and abroad.

Decision on cooperation or membership in other local and foreign organizations and alliances, as well as decision on membership of other local or foreign organizations and association in the Association shall be made by the Assembly.

Accession to international associations and organizations shall be registered with competent authority in accordance with the law.
